Cedar River, Cedar Rapids, Iowa Flood Risk Management Project

Description: The Purpose of this request is to authorize the Cedar River Flood Risk Management Project and for that project,1) to waive the regular cost-benefit ratio requirement for Army Corps of Engineer Projects in order to construct the crucial flood control projects along the Cedar River, and 2) to allow funds spent on normally considered matchable activities by the City of Cedar Rapids, other local entities, and the State of Iowa to be counted, regardless of when those expenditures are made, as long as they were made after the date of the 2008 floods.

Description: The purpose of this request is to modify existing bill language to allow nonstructural alternatives to be considered and implemented under Section 14 of the Flood Control Act of 1974, which currently authorizes the construction, repair, restoration, and modification of emergency stream bank and shoreline protection works to prevent damage to important infrastructure and non-profit public service buildings.

Description: The purpose of this project is to transform a riverfront brownfield in Davenport into a demonstration project of national significance for cost-effective, environmentally-responsible floodplain management on the Upper Mississippi River. The City of Davenport is the largest inland city in the nation along a major river where the downtown is not protected by a traditional flood control project.
